1. Go to this website www.blogger.com. and you just SIGN UP with Gmail account
2. after you SIGN UP you can start create website blogspot.

In the left picture this is a dashboard of the blogspot you just click the button "NEW BLOG"

After you click button new blog will be show pop up menu to created your blog.
you just fill of the form
1. title your web
2.url/addres yourweb
3.template your web

after you fill of the form click the button "CREATE BLOG" 
you will be redirection to dashboard your website
